    This document is the final version of the Deliverable D 3.1. As a basis to management requirements, an analysis of requirements and specification of system has been examined. This analysis considers the palette of requirements coming from the different stakeholders, considering the data itself but also the services related; this analysis includes the planning instruments and planning issues. Related to this analysis, the involvement of the Stakeholder Board (SB) has an important role, by high-quality inputs and by targeting and identifying specific requirements (see 2.1 Management structure).

    This deliverable describes the infrastructure for managing the requirements and for supporting the collaborative development among the project partners. It illustrates the requirement handling methodology in accordance with the development work packages used for managing the requirements collected in the initial project phase (see deliverable D3.1) and defines the infrastructure related to the requirements. The document reports on setting up the IT infrastructure required for the analysis phase and also later in the development and integration phases. It introduces the issue tracking web system Redmine and its adoption to the methodology. Further it reports on the current status of the requirements gathering and tracking work as well as on the future planning. The document is a working document, which will be constantly updated. The final version will be completed in PM20.

    This task is focussing on the analysis of cost/benefits for the customer using the plan4business platform; according to the market situation and the data quality, the report describes the economic value of spatial data and develops a cost benefit analysis of the platform based on platform development scenarios. The cost/benefit analysis for the customer is based on external interests (society and urban planners, as well as heritage lobby) and internal interests (occupiers and investors).

    This deliverable summarises the results from Task 3.4 Service Pricing. The plan4business project aims to provide a series of services as a basis for business opportunities for data providers and the plan4business platform custodians. The service pricing strategy serves as an input for the business plan. It includes an overview of pricing strategies and information policies, competitor analysis, costs for the platform and a draft service pricing for the plan4business services.

    This deliverable summarises the work performed for Task 5.3, the Storage Engine. The Storage Engine's task is to store and provide data that is related to land use data. It therefore represents the central interface of the data processing pipeline. On the one hand it receives harmonized data from the Integration Engine and on the other hand it provides a central access point for harmonized and various other datasets for the Analysis Engine.

    The system integration plan describes the approach for integrating different components of the plan4business platform into the final infrastructure. The plan should assure efficient work among the project team. The main goal of the project is to design and establish a platform fulfilling the needs of different groups of users. The functionalities of the system are driven by user requirements that were gathered at the beginning of the project and documented in deliverable D3.1. The functional design of the system starts from this input, but it is important to recognize it as a continuous, user-driven process. Under these circumstances, the Agile software development methodology is a proper approach.
